Joint Statement by the Foreign Ministers of the People's Republic of China and the Syrian Arab Republic

On November 17, 2025, Wang Yi, member of the Political Bureau of the Communist Party of China Central Committee and Minister of Foreign Affairs, met with the visiting Minister of Foreign Affairs and Diaspora of the Syrian Arab Republic, Aisad Hassan al Haibani. Both sides held constructive talks and exchanged views on China Syria relations and issues of common concern.

1、 Both sides emphasize the importance of the traditional friendly relationship between the two countries and their peoples, and are willing to work together to maintain and develop this relationship, serving the interests of the friendly two countries. Emphasizing mutual respect, taking care of each other's interests, non-interference in internal affairs, and continuing to engage in communication and consultation in international organizations and occasions.

Both sides expressed their willingness to explore cooperation in areas of common concern such as economy, development, reconstruction of Syria, capacity building, and improvement of Syrian livelihoods.

Both sides emphasized the need to combat all forms of terrorism and agreed to strengthen coordination and cooperation in the fields of counter-terrorism and security.

Both sides recognize the importance of the China Arab States Cooperation Forum in promoting collective cooperation between China and Arab countries, and agree to continue cooperation within this important mechanism framework.

2、 The Syrian side reiterates its firm adherence to the One China principle, recognizes that the government of the People's Republic of China is the only legitimate government representing the whole of China, and that Taiwan is an inseparable part of China. It supports China in safeguarding national sovereignty, unity, and territorial integrity, firmly opposes any forces interfering in China's internal affairs, and supports all efforts made by the Chinese government to achieve national unity;   The Syrian side attaches great importance to China's security concerns and promises that Syria will not become a source of threat to any country, and will not allow any entity to use Syrian territory to engage in activities that harm China's security, sovereignty, and interests.

The Syrian side appreciates all the assistance provided by China to the Syrian people, is willing to strengthen cooperation with China in various fields, and appreciates China's advanced development experience for bringing security and prosperity to all citizens.

3、 The Chinese side emphasizes full respect for the sovereignty, independence, territorial integrity, and national unity of the Syrian Arab Republic, stresses that the Syrian government is the only legitimate representative of the Syrian people, supports the domestic political process led by the Syrian government, appreciates the Syrian government's continuous efforts to eliminate the drug crisis, strengthen the rule of law, combat terrorism, and protect the rights of all Syrian people without discrimination, supports Syria in pursuing a development path that is in line with its own national conditions, and emphasizes that the Golan Heights is recognized by the international community as an occupied territory of Syria.

4、 At the end of the meeting, both sides reiterated their determination to continue constructive dialogue, work together to follow up on the discussed issues, implement them into joint actions and initiatives, and promote the development and prosperity of the two peoples with a spirit of cooperation.
