Xinhua News Agency, Beijing, December 27- Jointly building the "the Belt and Road" is the first global, large-scale and all-round international economic cooperation initiative proposed after China's reform and opening up.  

Since 2013, under the personal planning, deployment, and promotion of General Secretary Xi Jinping, significant achievements have been made in the joint construction of the Belt and Road Initiative. The areas of cooperation have been continuously expanded, the scope of cooperation has been expanded, and the level of cooperation has been continuously improved. The international appeal, influence, and cohesion have been continuously enhanced, making Chinese contributions to enhancing the friendship between the co built countries and promoting their economic and social development. Under the new situation, high-quality joint construction of the "the Belt and Road" can be understood and grasped from three aspects.

First, the joint construction of the "the Belt and Road" has entered a new stage of high-quality development. Over the past 10 years, the "the Belt and Road Initiative" has moved from China's initiative to international practice, from "freehand brushwork" to "fine brushwork", expanded into a platform for trade and industrial cooperation on the basis of promoting connectivity, and became the world's largest, broadest and most influential platform for international economic cooperation. The long-term mechanism for coordinating development strategies has been basically formed, and the results of cooperation have benefited people in more than 150 countries; The infrastructure "hard connectivity" has been constantly improved, and a land, sea and sky network integration and interconnection pattern has basically been formed. The China Laos railway has operated more than 80000 passenger trains, shipped more than 62.5 million passengers, and China EU trains have operated more than 120000 trains in total. The "Qiankai Shanghai" maritime transport has achieved two-way connectivity; The "soft connectivity" of rules and standards continues to deepen, building a bridge of interconnection and intercommunication of rules and standards between jointly built countries; The "heart to heart connection" between the people of the jointly built countries is becoming increasingly close, and there are rich forms of exchange and cooperation in the fields of culture, tourism, education, etc. The "small but beautiful" project has helped thousands of households embark on the path to prosperity, forming a diverse and interactive cultural exchange pattern with a hundred flowers blooming.

Second, the high-quality joint construction of the "the Belt and Road" is facing a new international situation. In recent years, the world has entered a new period of turbulence and change, with unilateralism and protectionism on the rise, and local conflicts and turbulence occurring frequently. In the current severe and complex international environment, opportunities and challenges coexist in promoting the high-quality development of the "the Belt and Road", but on the whole, opportunities outweigh challenges. In the current world environment, we can better understand the uniqueness and foresight of the "the Belt and Road" initiative, and better understand the major achievements and world significance of the "the Belt and Road" development. In the face of the new situation, we need to be firm in strategic confidence, maintain strategic determination, be brave to take on the responsibility, properly respond to various risks and challenges, effectively overcome the impact of geopolitical conflicts, correctly handle the relationship that enhances the sense of gain of co building a country and adheres to our interests, create a brighter future of co building the "the Belt and Road", and make greater contributions to promoting the building of a community with a shared future for mankind.

Third, the high-quality joint construction of the "the Belt and Road" needs to grasp the new requirements. Guided by the eight initiatives to jointly build the "the Belt and Road" in high quality, take connectivity as the main line, focus on promoting systematic and institutionalized development, adhere to the four "integration" and three "overall planning", and constantly expand new space for win-win development at a higher level, with greater resilience and sustainability. The four "combinations" refer to the combination of high-quality development and high-level security, government guidance and market operation, scientific layout and dynamic optimization, and the combination of quantitative growth and qualitative improvement; The three "overall plans" are to deepen the "hard connectivity" of infrastructure, the "soft connectivity" of rules and standards, and the "heart connectivity" of the people of the jointly built country, to promote the construction of major landmark projects and "small but beautiful" livelihood projects, to consolidate cooperation in traditional fields and steadily expand cooperation in emerging fields. Based on the new stage and adapting to the new situation, it is necessary to focus on the following key points. First, strengthen the docking with the co construction of national development strategies and international organizations, strengthen the overall management of cooperation planning, and consolidate the foundation for high-quality co construction of the "the Belt and Road". The second is to improve the layout of the three-dimensional interconnection network, deepen the construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road, unblock multiple channels, accelerate the construction of the Western Land Sea New Channel, comprehensively enhance the level of interconnection and the support and guarantee capabilities of important channels. The third is to comprehensively enhance the quality and efficiency of practical cooperation, promote the synergy and efficiency of major landmark projects and "small but beautiful" livelihood projects, improve industrial and supply chain cooperation, enhance the development level of China Europe (Asia) freight trains, expand cooperation in green development, artificial intelligence, digital economy, health, tourism, agriculture and other fields, and play a supporting role in major international cooperation platforms. Fourth, we need to coordinate development and security, improve a diversified, sustainable and risk controllable investment and financing system, strengthen risk prevention and control and protect overseas interests, and promote high-quality joint construction of the "the Belt and Road" to achieve stability.
